In 2019, Dolan led department-wide LGBTQ+ cultural awareness sessions that gave officers new language, context, and clarity. The work moved beyond the training room—into policy, protocol, and how the department showed up in the community.

Peer staff were trained—but they were burning out.

Dolan developed a long-term workforce strategy that included CEUs, supervisor training, and wellness support. What began as a single ethics session grew into a system of ongoing development that helped staff stay grounded, connected, and equipped to lead.

Two states. Two asks. Dolan wrote both programs from the ground up.

Across two projects, Dolan co-authored statewide peer training programs in Florida and Kentucky—designing materials that were practical, trauma-informed, and peer-delivered. The work gave recovery teams tools they could use immediately—and structures they could grow with over time.

The data was there. The question was what to do with it.

Through this collaboration, Dolan helped transform recovery data into actionable strategy by co-creating Kirby and supporting the buildout of the Solomon platform. The work built infrastructure that allowed teams to move from measurement to meaningful, participant-centered planning.
