What began as a single ethics session grew into a comprehensive workforce strategy—complete with CEUs, supervisor training, and wellness support—that helped peer staff stay grounded, connected, and equipped to lead.

In 2019, Dolan led department-wide LGBTQ+ cultural awareness sessions that reshaped not only officer understanding—but also policy, protocol, and community presence.

The data had potential—Dolan brought it to life. By co-creating Kirby and shaping Solomon’s foundation, we helped teams move from collecting numbers to crafting real, participant-centered strategy.
